When planning for the installation of a tube trailer filling station, one must firstly consider training and safety! The first place for any company to start is with their bulk gas supplier (e.g. Airgas, Air Products, Linde, etc.). These companies have a large staff to handle such questions and provide this sort of assistance. For example, Airgas has SAFECOR. Following conversation with a major supplier, I strongly suggest that a start-up company or distributorship join the Compressed Gas Association and GAWDA. These organizations provide a staff to answer questions and the CGA publishes standards, safety bulletins, training documents, etc., which are available free to members. GAWDA provides access to peers doing the same activities. Following this, there is HAZMAT training information available on the DOT website. I’ve provided below some links to these organizations and suggested reading.
